As of Oct. 1, 2009, the Department of General Services Parking and Building Access Section became responsible for issuing identification and building access cards to non-state employees working on the Capitol Square Complex.

The following conditions are reason for rejecting a security clearance for a contractor and/or contractor's employees (effective 11/1/17):

Standards for all buildings except the Executive Mansion, Patrick Henry Building, Barbara Johns Building and Consolidated Laboratory:

  • A felony conviction involving violence or larceny within the past 10 years
  • Any other felony conviction within the past five years
  • Any sex offense conviction
  • A misdemeanor conviction involving violence, larceny or violation of a protective order in the past three years
  • Outstanding warrants
  • Pending charges
  • Active protective orders
  • Any other circumstance determined by the DCP to be detrimental to the security of the Capitol Complex.

Standards for the Executive Mansion, Patrick Henry Building, Barbara Johns Building and Consolidated Laboratory:

  • Any felony conviction
  • Any sex offense conviction
  • A misdemeanor conviction involving violence, larceny or violation of a protective order in the past three years
  • Outstanding warrants
  • Pending charges
  • Active protective orders
  • Any other circumstances determined by the DCP to be detrimental to the security of the Capitol Complex.
