The Division of Capitol Police is a multi-faceted agency with varied responsibilities. The division is frequently called upon to provide police services to state agencies, state employees and elected officials.

The Division of Capitol Police is a legislative agency responsible for:

  • General law enforcement for the Capitol Complex and properties assigned to the agency in Richmond, Va.
  • Protective services for the governor and Virginia's first family while they are in residence at the Executive Mansion.
  • Protective services and details for the lieutenant governor, attorney general, the justices of Virginia's Supreme Court and members of the Virginia General Assembly.
  • Special-event assignments and security details throughout the Commonwealth.

The Capitol District was established to geographically identify the seat of state government within the city of Richmond. This codification was designed to aid local, state and federal government with planning, identification and implementation in future events. The definition is for administrative purposes only and does not restrict or augment the responsibilities or authority of the legislative, executive or judicial branch of state government or any agency thereof. The Capitol District is comprised of the area in Richmond bounded by Broad Street, Eighth Street, Main Street and Interstate 95.

Legislation

Section 2.2-620. Establishment of the Capitol District as the seat of government of the Commonwealth.

A. For administrative purposes, the area that encompasses the seat of government of the Commonwealth shall be referred to as the "Capitol District."

B. The term "Capitol District" shall be geographically defined as the area in Richmond, Va., contained within the center line of East Broad Street between its intersections with the center line of Eighth Street and the Interstate 95 overpass, the center line of Eighth Street between its intersections with the center lines of East Broad Street and Main Street, the center line of Main Street between its intersections with the center line of Eighth Street and the Interstate 95 overpass, and the overpass of Interstate 95 between its intersections with the center lines of East Broad Street and Main Street, and all buildings and property owned or leased by the Commonwealth within such area.

C. Nothing in this section shall be construed to restrict (i) the authority of the legislative, executive or judicial branch of state government in the administration of its employees or facilities within the Capitol District or to grant any additional authority or responsibility to any government agency or entity (ii) the law-enforcement authority of the police department of the city of Richmond within the division's jurisdiction.
